A winter storm watch means there is the potential for snow accumulation of more than six inches.

Meanwhile, the National Weather Service issued a flood warning at 11:18 a.m. for the Ohio River at Pittsburgh, which  affects Allegheny County.

"Rainfall amounts across the region during the past 36 hours range from one to nearly three inches," the National Weather Service said in an announcement. "This widespread heavy rainfall on top of the already swollen streams and rivers across the district are causing significant rises" in areas along the upper Ohio River and lower Monongahela rivers.

Earlier this morning, the National Weather Service said a flood advisory would continue for the Ohio River until Monday morning and the Mon Wharf is expected to remained flooded through the weekend.

The Ohio River at Point State Park is expected to rise above 22 feet Thursday afternoon, flooding the 10th Street Bypass, the weather service said. The National Weather Service predicts it will crest at 27.5 feet Friday evening, which would flood the Parkway Central, also known as the Bathtub.

The flood stage for the river is 25 feet. As of 4 p.m. Wednesday, the stage was 19.5 feet, the weather service said. By 4 a.m. Thursday, it was 19.7 feet.
