Indeed it is John Marshall - Richland supervisor, caterer extraordinaire and member of Richland's Republican Committee. I snapped this photo when the supervisors took their fall tour to check Richland Township's roads. I was trying to get an interesting photo of cracks in the road and, well, John's shoes did the trick.
